Topic: Fintech - Something New Under the Sun?

Mr. Nelson CHOW, Chief Fintech Officer, Hong Kong Monetary Authority
 
Mr. Nelson Chow has been appointed to the present position from 1 September 2016 with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong  Kong as a fintech hub in Asia. He joined the HKMA in 2004 and was responsible for the supervision of banks’ technology risk management and business continuity planning as well as the formulation of related policies and guidelines. He was the Deputy Chief Representative of the New York Office in 2010. After returning to Hong Kong in 2013, he took up responsibilities to supervise banks’ operational risk management and perform macro-prudential data analysis. Prior to joining the HKMA,  Mr. Chow was a Vice President of JPMorgan Chase Bank, N.A. responsible for information risk management of the Asia Pacific region. He holds a Bachelor of Science degree from the University of Auckland and a Master of Science degree from the Hong Kong University of Science and Technology. [Top]

Dr. Ben FUNG, Director, Economic Research and Analysis, Currency Department, Bank of Canada
 
Ben Fung is Director of Economic Research and Analysis in the Currency Department of the Bank of Canada. His main role is to provide leadership in the department’s economic research program and to provide advice to the department on issues related to developments in retail payments and their implications for the demand for cash. Ben also has extensive experience in monetary policy research and analysis. From 2000 to 2003, Ben worked as senior economist at the Bank for International Settlements’ Hong Kong Office. He holds a PhD in economics from the University of Western Ontario. [Top]

Mr. Peter XIANG, Senior Engineer,  Intelligent Software and Systems, Hong Kong Applied Science and Technology Research Institute
 
 
Mr. Xiang is a senior engineer of Intelligent Software and Systems of ASTRI. He graduated from Hong Kong University of Science and Technology, major in Mathematical Finance and Finance. Mr. Xiang had many years working experience in investment bank, security company and insurance company before he joined ASTRI and is an expert in derivatives trading and risk management. He is now responsible for projects related to smart investment platform and smart wealth management platform in ASTRI. [Top]
 
 
Topic: The Intersection of Securities Regulation and FinTech
 
Ms. Bénédicte N. NOLENS, Senior Director, Head of Risk & Strategy, Hong Kong Securities and Futures Commissions
 
Bénédicte Nolens is senior director and head of risk and strategy of the Hong Kong Securities and Futures Commission (SFC). Ms Nolens joined the SFC in 2012 to establish a new, centralised unit, overseeing risk identification and related strategic planning. As of March 2016, she also established the Fintech Contact Point of the SFC.
 
Over her tenure at the SFC, she was appointed as a member of the Financial Stability Board Market Experts Group on Asset Management; as a member of the Hong Kong Financial Service and Treasury Bureau Steering Group on Fintech; as the vice chair of the International Organisation of Securities Commissions Committee (IOSCO) on Emerging Risks; and as the co-Chair of the IOSCO-CPMI Committee on Digital Innovation. She has published and co-authored a series of papers in those capacities and on these topics.
 
Before joining the SFC, Ms Nolens was a managing director at Credit Suisse and an executive director at Goldman Sachs. She holds an LLM and MBA (high honours) and was admitted to the New York State Bar in 1998. In January 2016, Ms Nolens was a recipient of the China Daily Asian Women
Leadership Award at the Asia Financial Forum, recognising women who are agents of change in their societies and role models in entrepreneurship, innovation, charity and the empowerment of women. [Top]
 
 

Topic: Emerging Technology in Financial Institutions: Innovation & Strategic Concerns 

Mr. Adam WIELOWIEYSKI, Senior Platform Strategist, Hong Kong Exchanges and Clearing Limited

Adam Wielowieyski is the Senior Platform Strategist in the Group Strategy division at the Hong Kong Exchanges & Clearing Company Limited. Group Strategy supports the Chief Executive in formulating and executing key strategic plans for the group, and oversees execution of major projects and business initiatives.

Prior to joining HKEX in 2016, Mr Wielowieyski was an Executive Director in the Securities Division at Goldman Sachs, responsible for quantitative strategy for Credit Derivatives in London and Asia. He was subsequently appointed by JP Morgan to advise on the construction and direction of pricing systems for the interest rates desks. He operated a real estate syndicate fund, investing into assets in Portugal and was co-founder and Managing Partner of add+ International, a firm using the blockchain to simplify and modernise fund administration.

Mr Wielowieyski holds a degree in Computer Science from Imperial College in London and an MBA from the Hong Kong University of Science and Technology. He lives in Hong Kong with his wife and two daughters. [Top]
